Many different activities will need to be undertaken during the development of a wind cluster in addition to consultations and studies. The key events are shown below.
Wind monitoring mast application : 31st Oct 2008
An application for a temporary wind monitoring mast, or anemometer, was submitted to Tewkesbury Borough Council and validated on 31 October 2008. If you wish to comment on the application its application number is 08/01349/FUL, and the Council have a statutory 8 weeks in which to determine it. The wind monitoring mast will provide us with detailed and site specific information about the wind resource, and will be in place for a period of two years.
Please note that the wind monitoring mast application will in no way prejudice the determination of any future application for the wind cluster, they are completely separate applications.
Wind monitoring mast determination : 3rd Feb 2009
At their meeting of the 3rd February 2009, the Tewkesbury Borough Council Planning Committee resolved to approve the proposed temporary wind monitoring mast.
Access tracks planning application submission : 16th Feb 2009
A planning application accompanied by supporting documentation, was submitted to Wychavon District Council for the proposed access tracks, and was registered on 16th February 2009. The application plans and documentation can be viewed on the Council's website here, the application number is W/09/00346/PN.
Wind monitoring mast installed
The temporary wind monitoring mast approved by Tewkesbury Borough Council was installed on site following the discharge of conditions required by the Council.
Access tracks application determination : 6th May 2009
Wychavon District Council's Planning Committee considered the proposed access track application at their meeting of 30th April 2009, and elected to refuse the proposal. Council's decision notice was issued on 6th May 2009.
We have reviewed the Council's reason for refusal and lodged an appeal with the Planning Inspectorate against the refusal.
Wind cluster planning application submission : 27th Nov 2009
After considering the results of all the studies undertaken, and responses to community consultation, we have prepared a planning application and supporting documentation for the proposed wind cluster and associated infrastructure. The application was lodged with Tewkesbury Borough Council on 27th November 2009, details of how you can view the application on line and at the Council will be posted once the application is validated by the Council.
Notwithstanding Tewkesbury Borough Council's decision to not request Environmental Impact Assessment (EIA) of the planning application and submission of an Environmental Statement (ES), we have made the decision to submit an ES with the application to fully assess the proposal's potential environmental impacts. In addition to the copies lodged with the Council, a copy of the ES will be available for viewing at each of the libraries in Tewkesbury and Upton-Upon-Severn from Tuesday 1st December.
Additional hard copies of the ES can be obtained at cost of printing (between £150-200 depending on the number of copies required), plus postage and handling. Access track appeal determined : 4th Feb 2010
The Planning Inspectorate issued their decision on the access track appeal, chosing to dismiss it. Whilst disappointed we take heart in some of the Inspector's comments, in particular that benefits from the turbines could overcome his concerns that led to the dismissal. On that basis we remain committed to obtaining a planning permission for the three turbines, and we will revisit the access track in due course.
Wind cluster application determination
Councils have a statutory obligation to determine Environmental Impact Assessment (EIA) planning applications within 16 weeks, although in practice it may take longer than this.
The application is still being determined by Tewkesbury Borough Council, and we are currently compiling additional information in response to requests for such by consultees.
Construction starts (if consented)
Once started, the total construction time will take approximately 6-12 months.
Wind cluster generating electricity
Once the wind cluster is built, the turbines are then connected to the grid and all electrical systems tested. When this is all in order, the wind cluster will start generating electricity.
